Suspect solicited ex's rape, affidavit says
05.02.10
CASPER — A California man accused of posting an online
advertisement that authorities say led to the brutal rape of a
Casper woman had a history of posting similar ads on the Internet,
according to court documents.
Investigators say Jebidiah James Stipe posted an ad on Craigslist
on Dec. 5 that read, “Need a real aggressive man with no concerns
for women well being interested let me know.”
Prosecutors say Ty Oliver McDowell responded to the posting and
that Stipe — pretending to be his ex-girlfriend — asked him to
carry out a rape fantasy. The request asked for the act to include
“humiliation, physical abuse (and) sexual abuse,” according to
previous courtroom testimony.
McDowell, 26, is accused of raping the woman less than a week later
inside her Casper home. The Bar Nunn man was arrested on Dec. 17
and faces three counts of first-degree sexual assault.
During a preliminary hearing in December, McDowell’s attorney
suggested that his client is accused of raping a woman he thought
wanted to play out a lurid sexual fantasy.

When arrested, he told police: "I am going to kill that **** - aren't we at war with them?"
Smith, who has 20 convictions for 46 offences, had been been locked up in April for a robbery in Arbury Court, in which he used his dog to attack the victim before stealing his phone.
