Arts and artisanship stores sell enamel paints that you mend in the oven. You could paint the outsides with those. Also, you can buy glass etching kits/supplies at Michael's and A.C. Moore.
Etching is the most indestructible solution, but it does involve some very harsh chemicals, so if you've got kids snarled with this project, you may want to stick with depict.

acrylic describe (most a re labelled as okay for glass) and when dry a couple of coats of clearcoat (lacquer)
a mosaic of ribbons or accumulation paper pasted on with a glue that dries clear, then the lacquer coats
PS: Just now asked my sister and she suggested something that sounded enchanting - sea salt or kosher salt layered onto glue (it looks well-intentioned of like snow crystals) then covered in lacquer. The pepper one we couldn't contrive of anything except perhaps whole peppercorns (different colors)
